The PSC will be able to represent and protect the interests of all Palestinian shippers that are end-users of maritime shipping, air freight and land transport, in their dealings with:

Transport services providers (shipping companies, forwarders, customs brokers, inland transportation and warehouse operators);
Relevant government authorities (Customs authorities, Port authorities, Standards Institutes); and,
Relevant regional and international bodies.

Mission                                                                                               

To represent and protect the interests of Palestinian shippers (importers and exporters) and industries in their dealings with:

  • transport services providers (shipping companies and agents, forwarders, customs brokers, inland transportation, handling, warehouse operators) as the case may be, and others acting on the transport logistical chain ;

  • relevant government authorities (Customs authorities, Inspection Services, Port authorities, Standards Institutes).

To ensure synergy among donor funded projects and initiatives targeting the Palestinian shipping sector.

Vision                                                                                                 

To be a state-of-the-art institution turned to realities on the ground, responding to the needs of its members and representing their interests, and working towards facilitating diversifying, and expanding Palestinian trade. This includes upgrading trade-related infrastructures, and promoting a coordinated and coherent approach to trade facilitation.

Objectives                                                                                          

Constitute and register the PSC as a legally established and recognized shippers' council, and to be a representative of the Palestinian shippers' community.

Contribute to Palestinian economic development and trade expansion through measures that promote trade efficiency and facilitation at all stages of the maritime and related transport logistical chain.

Activities                                                                                            

Negotiating freight rates with liner conferences & seeking solutions for traders' problems at Israeli ports.

Promoting integrated logistics solutions for trading companies & representing shippers' views on transport policies.

Establishing agreements with carriers on issues related to traders & negotiating better costs for merchandise transiting Israeli ports.
Increasing free storage and demurrage days on goods for Palestinian markets.

Furnishing Palestinian shippers' with accurate and timely information on ports, maritime and other conditions affecting merchandise trade, customs rules, regulations & rates.

Building relationships with major shippers' council around the world.
Providing training to members on global shipping / transport issues.
Working towards deducting waiting time for security checks to 24 hours instead of an average of 4 days.
Reducing high rates and exceptional additional charges (on scanning containers), and eliminating additional charges imposed by customs brokers for Palestinian merchandise.
Determining prices categories for testing products by the Israeli standard Institute and the exact duration needed for testing.
