The taxes, directives
and laws applying to goods imported to Palestine/Israel are provided in
several laws, orders and custom treaties. Following are some of the main
ones. Import
Taxes
Various import taxes
are levied on some products imported to Palestine/Israel. The taxes on
commercial imports are calculated according to the "transaction
value" at which the goods were purchased. Included in this term is the
import value which is the CIF (Cost Insurance and Freight) price plus port
expenses (stevedores, porters and longshoremen) in Israel. If the contract of
sale was not drawn up according to the CIF price, shipping (marine, overland)
and insurance expenses should be added to the value of the goods stated in
the import documents. Administrative
Requirements
In Palestine and
Israel, a system of administrative requirements and restrictions on imports
is still being imposed. These restrictions are referred to as non-tariff
barriers and are mainly implemented in the following ways. Documents

Financial
Aspects
Payment methods in
international trade are of major importance, especially given the geographic
distances involved. Over the years, standard methods of payment used by those
engaging in foreign trade have been formulated. The International Chamber of
Commerce (ICC) in Paris has published standard rules specifying the
procedures and definitions for handling the numerous components of these
payment methods. The rules are binding upon all the countries subscribing to
them, including Israel. Palestine Trade
Agreements
In recent years, the
State of Palestine has signed a series of trade agreements. The importer of
goods from a country with which Palestine has signed a trade agreement must
verify what are the "origin regulations" - which determine whether
the product made in that country is eligible to enjoy the benefits set forth
in the specific trade agreement, and what are the necessary documents for

ATA CARNET - passage of commercial
samples
The international
customs document for commercial samples (ATA Carnet) is a document issued by
the Chambers of Commerce worldwide. The document serves, according to special
conditions determined by an international convention, the temporary import,
or transit, of various goods between the countries which have signed the
convention - where such import does not require any taxes or deposits in the
